Speech Title:- From ‘Invisible’ to ‘Change-Makers’: Empowering Marginalised Cleaners through Health, Safety, and Dignity in Hong Kong
About the Speaker:
Ms. Fish TSOI (蔡蒨文) is a registered social worker specializing in community development, with a strong commitment to integrating social innovation into community-based practice. She is currently Team Leader of the Caritas Labour-friendly Communities Project, an award-winning initiative that received the Award of Excellence in Community Development at the Champions for Good Awards 2025, hosted by the Hong Kong Council of Social Service.
Fish’s work centers on community development and advocacy. In recent years, she has worked closely with ageing workers, cleaners, and workers from diverse ethnic and cultural backgrounds, promoting meaningful community participation while advancing systemic and cultural change toward dignity, inclusion, and labour justice.
She initiated several innovative projects, including Translate for Her, which fosters cross-cultural mutual aid and advances gender and racial equality through online and offline engagement, and Sightfeeling, a project that empowers people with visual impairment through sensory photography. Sightfeeling was recognized with the DBS Social Impact Award in 2019.
Fish is a JC InnoPower Social Worker Fellow, a board member of Translate for Her, and was nominated as a candidate for the 33rd Outstanding Social Worker Award.
